Ceres’ Experts. Reforming the Common Agricultural Policy, 1957-1992

Research Question

How and to what extent did experts and their expertise debate agricultural policy reform in the European Economic Community (EEC) and contribute to shifting discourses, generating new policy ideas and transforming the EEC’s Common Agricultural Policy between 1957 and 1992?

Project Description

Since its creation in 1957, the EEC had become the dominant platform for cooperation among Western European states in agriculture. European institutions relied heavily on experts for building, shaping and managing the Common Agricultural Policy (CAP). In analyzing the role of experts and their expertise in agricultural reform, this study seeks to identify the core group of experts involved in agricultural deliberation, develop an empirically grounded typology of the different types or forms of expertise used in the EEC context, and assess experts’ contribution to reforming the CAP. The resulting monograph will provide comprehensive insights into the role of experts in (co-)shaping a crucial socio-economic sector in post-war Europe and illustrate the ability of this nascent expert community to convert expertise into political and societal influence.
